RECOMMENDATION: Direct the Superintendent and Board Officers to convene a conference for cluster leaders to share ideas with the Board of Education about their ongoing development in the diverse communities of San Diego.

BACKGROUND: San Diego Unified has been developing a cluster governance model to increase the input of parents, teachers, and community members in the improvement of the schools in their neighborhoods. All of the clusters are at different stages of development as each community becomes organized. In January, a presentation was made to the board by the Area Superintendents to provide an update on the development of the clusters that they each support. This conference will give board members the opportunity to hear about the progress and challenges facing each cluster council in the development of their schools directly from the communities. It will also allow leaders from each community to learn from the ideas and actions of other communities. Because we are following the Community-Based School Reform Model, these presentations are specifically not to be organized by Area Superintendents, but by the cluster leaders. The cluster leaders are the parents, teachers, principals, and community members who are working for the improvement of schools in their communities.

It is suggested that this workshop be convened in the next 60 days on a Saturday to allow maximum attendance by community members in a location that will facilitate good interaction between the groups.
